Howell Davis or Hywel and/or Davies was born in Milford Haven, Pembrokeshire in 1690 and began an early career as a seaman one of his first assignments as an officer on a British slave ship the Cadogan. In 1718 the ship was captured by Edward England, and the lure of piracy made an impression on him and joined the crew. With England as a tutor soon rose through the ranks and became a captain himself and was given the same ship, he once was part of. He decided to sell the ship in Brazil but his crew did not agree with this and upon unloading the cargo at Barbados was arrested for piracy. After a short stay in prison, the prosecution could not gather enough evidence against him and was set free.
Now with a new ship and crew chose to change locations and plundered vessels in the Cape Verde Islands and one of his prizes was a ship called Saint James. a new alliance with pirates Olivier Levasseur and Thomas Cocklyn that continued to cause havoc along the Gold Coast. During his short reign as a pirate, he commanded many ships including the Cadogan, Buck, Saint James, and Rover. In an attempt of deceit by disguising himself as a pirate hunter tried to kidnap the governor of Príncipe he was discovered and instead invited to the fort to dine and on the way, there was ambushed and killed in 1719.
